Will users viewing the 6-8 Scores page in different time zones, see game times/game dates appear calibrated for their time zones? Or something different?

Yes, users in different time zones will see different games. For some, it was October 30th when the game was played, while for others it was already October...

If I'm scheduling games for an event at 9 am EST and I am in PST, do I need to schedule the game for 6 am PST or keep it at 9 am?

Users will need to calculate what time you will have when EST is 9am and set it. Therefore, in your example you need to set it to 6am.
